Is anti-static the same as ESD?
No. EN ISO 20345 requires anti-static properties from S1 upwards, with an electrical resistance between 0.1 and 1,000 megohms. ESD footwear must also meet the lower maximum resistance set by EN 61340, so ESD safety footwear is anti-static, but anti-static footwear is not necessarily ESD.
